What Cebu Could Have been: The 1912 Parsons Plan
In 1912, architect William Parsons presented a sweeping master plan to modernize Cebu City, inspired by the City Beautiful movement. Tasked with extending Daniel Burnham and his architectural vision across the Philippines, Parsons envisioned an elegant metropolis.
The ambitious blueprint centered on a magnificent radial street network, resembling the grand boulevards of Paris. . The design featured expansive public parks, commercial quarters, and a majestic provincial capitol anchoring the axis.
Despite its grandeur, the master plan faltered due to shifting political priorities, inadequate funding, and Parsons departing from the islands in 1914. Without his continued oversight, local authorities struggled with land acquisition and the massive costs required to execute the boulevards. The colonial government abandoned the project very soon thereafter.
Today, only remnants of the original vision survive, such as Osmeña Boulevard and the rotunda. The failure to complete all radiating avenues caused a massive missed opportunity for organized urban expansion. This left modern Cebu grappling with heavy congestion and rapid growth instead of the intended elegant and functional symmetry.
