In the Collection: United States War Ration Book One. Sugar sales were halted by the government at the end of April 1942. Ration Book One, also known as the Sugar Book, was issued in early May and was originally intended only for sugar. The book with 28 stamps allotted 26 pounds of sugar per person per year, half of the per-capita use in 1941. Stamps numbered 19 through 28 were later designated for coffee when it began to be rationed in November 1942.
