General Gordon Granger (left) was a native of Joy, Wayne County, and grew up in Phelps, Ontario County. He is best known for issuing General Order Number 3, which informed enslaved people in the Galveston, Texas area that they had been emancipated, on June 19, 1865. Word of Emancipation on January 1, 1863, and the war's end in April 1865, had been blocked by Confederate lines. Also pictured, Juneteenth celebrations in Richmond, Virginia and Texas.
