Floods, heatwaves, and other extreme events are no longer distant threats—they are directly affecting the fabric of cultural identity.
In this context, disaster risk management is shifting beyond response toward preparedness, capacity-building, and long-term resilience. The question is shifting from how we react to disasters to how we anticipate and reduce their impact before they occur.
