In January 1937, the Ohio River caused a devastating flood that covered more than 70 percent of Louisville, Kentucky. Thousands of people were forced from their homes, while the disaster left around one million people homeless across five states.

Photojournalist Margaret Bourke-White traveled to Louisville to record the destruction and the suffering caused by the flood.

One of her best-known photographs shows African American flood victims waiting in line for food and clothing at a Red Cross relief station. Above them, a billboard promoted the “World’s Highest Standard of Living” and the “American Way,” featuring a smiling white family enjoying a comfortable lifestyle.

The powerful contrast between the billboard’s image of prosperity and the reality of the people standing below made the photograph one of the most memorable images of the Great Depression. It revealed the sharp difference between the idealized American Dream and the difficult conditions experienced by many Americans
