Migrante International was founded in December 1996 after the death of Filipina domestic helper Flor Contemplacion who was hanged in Singapore for allegedly murdering another Filipina domestic worker in 1995. The Flor Contemplacion case aroused wide indignation over the Philippine government’s inaction and failure to save her life and brought to national awareness the life and death situation of o

verseas Filipino workers (OFWs). Since then, Migrante International has become an active defender of the rights and welfare of OFWs by raising public awareness on their plight and providing a critical analysis of the Philippine government’s labor export policy program as the main factor responsible for the commodification of Filipino workers. Migrante International has handled and assisted thousands of welfare and rights cases, including the landmark and record-breaking case of Angelo dela Cruz who was kidnapped and held hostage in war-torn Iraq in 2004. Migrante International’s quick public information work was able to mobilize thousands of Filipinos into pressuring the government into action. The resounding support for dela Cruz’ case, both locally and internationally, caused the government to pull out Filipino troops in Iraq and dela Cruz was eventually rescued from captivity. Many other battles followed: cases of stranded, detained and mysterious deaths, rape and sex-trafficking, wage cuts and maltreatment, anti-migrant policies and laws, evacuation in times of war, the plunder and corruption of OFW funds, and the continuing clamor for genuine public service and good governance for OFWs. Through them all, Migrante International has remained steadfast and has earned the trust and respect of OFW families and fellow advocates worldwide. After more than a decade since its establishment, Migrante International continues its consistent and unwavering record of service to OFWs. It now has 90 member-organizations in over 22 countries, making it the biggest organization of OFWs all over the world.

HONOR VALOR, RESIST WAR: FROM THE DEATH MARCH TO IRAN’S DEFENSE OF SOVEREIGNTY

BAYAN strongly condemns the latest threats issued by Donald Trump against Iran, alongside the continuing crimes committed by the United States and Israel across the region. These escalating provocations expose once more the aggressive posture of US imperialism and its unwavering support for Zionist militarism, even under the guise of ceasefire and "de-escalation."

A ceasefire may pause open hostilities, but past US- and Israel-brokered agreements—especially in Palestine—have proven fragile and deceptive, often paving the way for renewed aggression.

Recent attacks on Lebanon immediately following ceasefire declarations, alongside statements by Trump and Benjamin Netanyahu that such agreements do not cover Lebanon, expose the duplicity of these arrangements. These are not instruments of peace but mechanisms for managing and extending war, revealing an unrestrained drive for escalation and bloodshed. The so-called 12-day war on Iran, followed by renewed strikes on February 28, reveals a continuing pattern of aggression in which pauses serve only as brief interruptions, while the war itself is sustained and deliberate.

Recent bombings targeting schools, civilian infrastructure, and even science and technology facilities in Iran reveal a clear strategic objective: to cripple the country’s scientific and industrial development. These are not incidental damages of war but calculated acts aimed at reversing Iran’s advances in self-reliance and forcing it into a condition of dependency—a pattern long imposed by the United States on nations it seeks to dominate. This is the logic of imperialism: to destroy what a nation has built so that it may be subordinated economically, politically, and technologically.

The implications are grave. An attack on a nation’s scientific base is an attack on its future—its capacity to develop independently, to provide for its people, and to assert sovereignty in a world order structured by inequality. What is being waged is not merely a military campaign but a war against development itself.
This war is not distant—it is already hitting Filipino families. US-Israeli aggression against Iran is driving up oil prices, raising the cost of food, transport, and electricity, and crushing the wages of workers. Overseas Filipino Workers in the Middle East face growing danger, putting millions of families at risk as remittances are threatened. Jobs are lost, prices rise, and poverty deepens. This is an imperialist war—it always comes home to the poor.

We call on peace-loving, anti-war, and anti-imperialist peoples across the globe to remain steadfast and vigilant. The ceasefire must not dull our resistance. Rather, it should be seized as an opportunity to intensify our calls to end the United States’ endless wars, economic blockades, sanctions, and regime change operations—not only against Iran but against all nations resisting imperialist domination.

As we commemorate Araw ng Kagitingan, we are reminded of the profound cost of war and the enduring meaning of resistance. The memory of the Bataan Death March stands as a testament to the suffering inflicted by imperialist and fascist aggression—and to the courage and dignity of those who resisted. The Filipino people know, in the deepest sense, what it means to fight for sovereignty under the most brutal conditions.

In this spirit, we honor the Iranian people for their valor, dignity, and steadfast defense of their sovereignty. Their struggle resonates with our own history of resistance and our continuing fight against imperialism. In times of imperialist war, it is the greatest patriots, the most resolute defenders of the people, who emerge. We have never run out of them—in the Philippines, Palestine, Lebanon, Cuba, Venezuela, Iran, and across the world—because history demands it and because the future depends on it.

We condemn the subservience of the Marcos Jr. administration to US military interests. At a time of escalating conflict, the Philippine government is deepening its role as a forward base for US-led war preparations. Exercises such as Balikatan Exercises and Salaknib 2026 now involve thousands of troops and expanded participation from allied forces, transforming the country into a platform for multi-domain military operations across air, land, and sea. These are not routine drills but rehearsals for regional conflict, positioning the Philippines within US strategic designs in the Asia-Pacific region. This sustained and overlapping military presence heightens the risk of entanglement in wars not of our making. We reiterate our call to dismantle foreign military bases, end Balikatan and related exercises, and uphold an independent foreign policy.

Let this moment strengthen our unity and resolve. The struggle for peace is inseparable from the struggle against imperialism. We stand with all nations and peoples resisting domination, and we reaffirm our commitment to building a just and lasting peace grounded in sovereignty, dignity, and genuine independence.
Never forget the Death March—and never let another people walk it alone.

When a migrant woman decides to cross a border, she is not just seeking to survive; she asserts her right to exist, to decide, to build her own destiny.

Recognizing her dignity and her resistance is acknowledging the possibility of another world: a world where care is valued, where mobility is a right, and where no woman has to choose between life and survival.

In 2025, the International Coalition for Human Rights in the Philippines actively supported the Filipino people through campaigning, education, fundraising, lobbying, and more. Our members around the world mobilized in response to economic and political crisis in the country, and expanded solidarity for the most oppressed and exploited people in the Philippines. ICHRP hosted learning tours to the Philippines; organized an international ecumenical conference in Rome; disseminated widespread information and education; and fundraised to support peasants, workers, and others impacted by state violence.

RELEASE JOSEPHINE PORQUIA NOW! FREE ALL POLITICAL PRISONERS!

Migrante International strongly condemns the recent unjust arrest of Josephine Parra Porquia, 64, a long-time Illongo activist and development worker during Holy Week. Josephine was arrested on April 2 (Maundy Thursday) along with fellow Illongo development worker, Ma. Luisa Tagamolila Guillen, 62 during a raid in Iloilo conducted by joint police and military forces.

The arrest of the two elderly women are based on false accusations and trumped up charges, emblematic of the systematic pattern of state repression and the brual campaign of the Marcos Jr. regime targetting human rights defenders throughout the country. While Guillen was released on April 3 and the baseless charges of "obstruction of justice" against her were dismissed, Porquia remains unlawfully detained at the Pavia Municipal Police Station.

Josephine previously served as the first coordinator of Migrante in the Island of Panay, advocating for the rights and welfare of overseas Filipino workers, especially those hailing from the Visayas region. She raised awareness about the plight of our migrant workers overseas who were experiencing various forms of exploitation, discrimination and violence and worked to ensure they receive access to support, protection and justice.

For their activism and community work, Josephine and her family have faced unrelenting state repression, harrassment and red-tagging which heightened since the death of her husband, Jose Reynaldo "Jory" Porquia, a well-known community leader and Iloilo City coordinator of Bayan Muna who was killed by State forces during the pandemic in April 2020. Josephine's son, Lean Porquia, a labor leader and Bayan Muna partylist nominee also faced trumped-up charges of human trafficking which was later dismissed for lack of merit.

Migrante also raises serious concern for the health and well-being of Josephine while she is in detention. She is elderly and suffers from high blood pressure and asthma and was recently taken to the hospital. Josephine should be released from detention immediately and be given access to continuing medical care for her health conditions.

Migrante calls for the immediate and unconditional release of Josephine. The fabricated charges against her should be dropped and the state persecution of human rights defenders must stop. We call on all human and migrant rights defenders in the international community to stand with Josephine and all women political prisoners in the Philippines.
