To what extent is corruption embedded in Philippine public life? How do Filipinos feel about corruption in government? In the midst of reports of large-scale irregularities in public infrastructure projects, the call to end corruption continues to echo in public discourse. But does this call still resonate with Filipinos today?

Join us for a morning of kwentuhan on “Kalakaran? The SWS Surveys on Corruption” at the Kapihan sa SWS on 13 November 2025, Thursday, 10:00 AM - 12:00 NN PHT.

Venue: SWS Knowledge Center, 52 Malingap Street, Sikatuna Village, Diliman, Quezon City, Philippines or via Zoom.

This Kapihan, co-organized by Social Weather Stations (SWS) and National Research Council of the Philippines (NRCP) Division VIII (Social Sciences), will focus on SWS surveys on corruption dating back to 1999, beginning with the study “An Exploratory Study of Graft and Corruption in the Philippines," by Linda Luz Guerrero and Steven Rood, published in the Philippine Social Science Council (PSSC) Social Science Information (January–June 1999). It will also present findings from the Transparent Accountable Governance (TAG) Surveys of Enterprises conducted from 2000 to 2016. In particular, the forum will highlight key results from the most recent SWS October 2025 Survey on Corruption among respondents in Greater Metro Manila (NCR, Bulacan, Cavite, Laguna, and Rizal).

To provide perspective on the findings, there will be reactions from Prof. Victor Andres “Dindo” C. Manhit, Chief Executive Officer and Founder of the Phil. Stratbase Consultancy Inc., and Dr. Jean S. Encinas-Franco, Political Science Professor at the University of the Philippines-Diliman.

The 5th PPSA Lecture Caravan, held on 22 October 2025 at UST, brought together students and scholars for a timely discussion on “Gender, Politics, and Development: Current Conditions and Trajectory.”

The event opened with messages from Dr. Dennis Coronacion (Chair, UST Department of Political Science) and Dr. Reynold Agnes (President, PPSA), underscoring the importance of understanding gender in political and developmental contexts.

Prof. Jean Encinas-Franco, PhD (UP Diliman Department of Political Science) unpacked persistent gender gaps in political participation and representation, followed by Dr. Ronald Castillo (UST) who explored the evolving struggles and milestones of the q***r community.

Moderated by Jazztin Jairum Manalo, the forum wrapped up with closing remarks from Dr. Anthony Lawrence Borja (NCR Representative, PPSA).

This year's theme is “Political Studies and Exploring Democratic Renewal in Southeast Asia.” Building on the success of the 2023 conference jointly organized by Department of Political Science at UPN Veteran Jakarta and University of the Philippines Diliman, the 2025 conference aims to reflect on Southeast Asia's democratic experiences, analyze institutional and participatory challenges, and advance constructive ideas for democratic renewal through cross-national collaboration among scholars, universities, research institutes, and civil society organizations.

Deadline for abstract submissions is October 19, 2025.

Call for Proposals: 2026 International Conference of the Philippine Political Science Association (PPSA)

Democracy: Navigating the Tensions of Unity and Division
Dumaguete City | April 2026

Unity is rarely neutral and frequently built on selective narratives, practices of exclusion, and the silencing of dissenting voices, leaving questions about who benefits from unity and who is rendered invisible in its name. Conversely, division is frequently framed as a threat to peace, stability, and progress. It is invoked as the antithesis of harmony and as a justification for authoritarian consolidation. However, history shows that division is not merely a disruptive force. It can be a deliberate tool of governance, enabling elites to fragment opposition, mobilise loyal constituencies, or reinforce social hierarchies. At the same time, division can serve not only as a reminder from reality that diversity is inevitable. It is also a political resource for change and resistance—fueling movements that challenge the status quo, articulate alternative visions of belonging, or assert the rights of marginalised groups.
