Today, November 15th, we remember Leandro V. Locsin, the third Filipino architect named National Artist for Architecture in 1990. Born on August 15, 1928, in Silay, Negros Occidental, he was known for his signature โ€œfloating volumesโ€ and the fusion of Oriental and Occidental design elements that shaped Filipino modern architecture. From 1955 to 1994, Locsin designed around 160 structures, including churches, hotels, and cultural landmarks. He passed away on November 15, 1994, leaving a lasting legacy that continues to define Philippine architecture. ๐Ÿ“

The ๐—™๐—ถ๐—น๐—ถ๐—ฝ๐—ถ๐—ป๐—ฎ๐˜€ ๐—Ÿ๐—ถ๐—ณ๐—ฒ ๐—”๐˜€๐˜€๐˜‚๐—ฟ๐—ฎ๐—ป๐—ฐ๐—ฒ ๐—–๐—ผ๐—บ๐—ฝ๐—ฎ๐—ป๐˜† ๐—•๐˜‚๐—ถ๐—น๐—ฑ๐—ถ๐—ป๐—ด, constructed in 1970, was designed by National Artist Leandro V. Locsin and is recognized as an Important Cultural Property (ICP) by the National Commission for Culture and the Arts (NCCA). In 2022, the building faced a proposed demolition to make way for a six-storey structure that would house the Pag-IBIG Fund Naga City Branch office. However, this plan was halted through a suspension order issued by then NCCA Executive Director Oscar G. Casaysay, in accordance with Republic Act No. 10066, or the National Cultural Heritage Act of 2009, which prohibits the demolition or alteration of works by National Artists without NCCA consultation. Today, the building still stands as a lasting testament to Locsinโ€™s architectural legacy in the City of Naga, a silent hope for its preservation and rediscovery by future generations.

The Materials Research Conservation Division expresses its solidarity with the people of Cebu and nearby provinces affected by the 6.7 magnitude earthquake (30 September 2025). Our prayers for the affected families.

To the caretakers of moveable historic objects, we offer the following advice: (please do not attempt to enter structures without prior coordination with authorities and after ensuring that aftershocks are no longer felt)

1. Secure the premises of the structure and protect entry and exit points to deter kibitzers and unnecessary people from entering. You can use barricades and caution ribbons for this.
2. Check the stability of the structure before doing any retrieval/salvage work. Wear protective clothing ( i.e. hard hats, appropriate gloves, brightly colored clothes) before entering the premises of damaged buildings.
3. Document/take photographs of damaged objects. Be wary of debris that might fall down on you.
4. With utmost care, retrieve and wrap the objects if possible with japanese tissue/clean cloth on sturdy boxes, taking as many broken parts as you can. If circumstances permit, label and group various broken parts together for easier identification later. It is IMPORTANT to retreive at the soonest time, the damaged objects as they are prone to further damages (should aftershocks occur, or heavy rains, etc.) and in the case of damaged and unguarded buildings, thieves and vandals.
5. If time and circumstances permit, it is recommended that other undamaged moveable objects be also retrieved for protection.
6. Bring the retrieved objects to a safe place identified by the heritage site administrator/s and away from the damaged structure. Take detailed photographs of damage incurred and label broken parts. Do create a quick inventory which contains the name of the object, measurements, component materials, present condition and damage/s observed.
7. Consult professionals and skilled artisans in the restoration of the damaged objects.

REMINDER: Be careful of the photos that you upload on social media as this can be used as reference for displacers, thieves and unwanted personages.

Your personal safety is of utmost concern. Again, do not attempt to enter damaged buildings without consultation and coordination with site administrators and experts. You may report and contact the National Historical Commission of the Philippines at our social media pages or at [email protected], you may also contact the Cebu Archdiocesan Heritage Commission and the National Museum.

2. Magkua asin magtipon nin pagkakan para sa mga ataman na hayop na pwede magamit sa laog nin tulo sagkod apat na aldaw.
3. Para man sa seguridad kan mga ataman, siguraduhon na maray an saindang mga kulungan.
4. Siguraduhon na napapainom an saindong mga ataman nin mga kinakaipuhan na bitamina para sa pagpapakusog kan saindang resistensya.
5. Tanganing dai maghelang an saindong mga ataman, lalo kung ini nauuranan, ikaag sinda sa mga ligtas asin dai nauuranan na lugar sa saindong mga iniistaran. Atamanon na maray para mas humaloy an saindong pag-iribahan.
6. Dai pag walat an saindong mga ataman asin iiba sinda sa saindong designadong evacuation centers.
7. Ibugtak an saindong mga ataman sa designadong lugar asin ilaag sa kulungan o igakod sa sa secure na disegnadong lugar na tig assigned kan evacuation center para sa sanidad kan evacuation center asin sa public safety.
