The National Historical Commission of the Philippines, with the New NAIA Infrastructure Corporation, Manila International Airport Authority, Human Rights Violations Victimsโ€™ Memorial Commission, Spirit of EDSA Foundation, Bantayog ng mga Bayani Foundation, Project Gunita, August Twenty-One Movement, Chino Roces Foundation, NAMSERV, and Earthsaver; will lead the commemoration of the 43rd anniversary of the Martyrdom of Senator Benigno โ€œNinoyโ€ Aquino, Jr. on Friday, 21 August 2026, 8:00 a.m., at the Ninoy Aquino International Airport Terminal 1 in Paraรฑaque City. NHCP Chair Regalado Trota Jose, Jr. will lead the simple flower offering alongside representatives from the various government and civil society organizations joining the event.

Senator Benigno โ€œNinoyโ€ Aquino, Jr. is a prominent political figure in our nationโ€™s history. Known as a staunch political critic of then President Ferdinand E. Marcos, Sr., he was one of the first members of the opposition arrested upon the declaration of Martial Law in September 1972. He spent the next eight years incarcerated in military stockades and prison camps on various charges to which he vehemently maintained his innocence in. He continued to struggle for justice while incarcerated, famously undertaking a 40-day long Hunger Strike in 1975 in protest of the military court-martial. In 1980, he suffered a heart attack while in prison and was subsequently allowed to leave the country for treatment where he would stay in exile until 1983 when he went home amidst serious threats to his life. On 21 August 1983, he was killed upon arrival at the then-Manila International Airport. His death is widely recognized as a watershed moment in the resistance and calls for political reform that culminated in the massive turn-out for his funeral procession and later the 1986 People Power Revolution. Republic Act No. 9256 proclaimed 21 August as Ninoy Aquino Day, a Special Non-Working Holiday.

Sa Memorandum Circular No. 131 na nilagdaan ni Executive Secretary Ralph G. Recto, ipinag-utos ng Malacaรฑang ang pagpapatupad ng naaangkop na alternative work arrangements sa mga tanggapan ng pamahalaan at alternative learning modes at learning continuity measures sa mga pampubliko at pribadong paaralan bukas, Agosto 20, bilang paghahanda sa inaasahang patuloy na malakas na pag-ulan dulot ng habagat.

Ang hakbang ay alinsunod sa rekomendasyon ng National Disaster Risk Reduction and Management Council (NDRRMC) at dahil sa banta ng localized flooding at mga panganib sa paglalakbay dulot ng patuloy na pag-ulan.

Ipatutupad ang alternative work arrangements at alternative learning modes sa mga sumusunod na lugar:

* Abra
* Benguet
* Ilocos Norte
* Ilocos Sur
* La Union
* Pangasinan
* Bataan
* Bulacan
* Nueva Ecija
* Pampanga
* Tarlac
* Zambales
* Batangas
* Cavite
* Laguna
* Rizal
* Occidental Mindoro

Hindi sakop ng alternative work arrangements ang mga ahensyang may kinalaman sa pagbibigay ng basic at health services, paghahanda at pagtugon sa mga sakuna at kalamidad

Ang mga Contract of Service (COS) at Job Order (JO) workers na ilalagay sa alternative work arrangements ay patuloy na tatanggap ng kaukulang sahod o bayad, alinsunod sa umiiral na mga patakaran at regulasyon.

Ipinauubaya ng Malacanang sa mga Local Chief Executives ang kapangyarihang mag-pasiya kung kinakailangang suspendihin ang pasok sa mga lugar na kanilang nasasakupan na hindi napabilang sa memorandum circular.

Nasa diskresyon naman ng pamunuan ng pribadong sektor ang pagdeklara ng suspensyon sa trabaho.
