There are only three days left to complete Nillumbik Council's online community engagement survey and share your love of the arts and your support for the proposed Nillumbik Art Museum (until midnight Sunday 2 March).

Supporters of the Nillumbik Art Museum we need your help!

The Nillumbik Council has launched their community engagement initiative ‘Nillumbik: Now and Beyond’, and all community feedback will support the development of future Council plans.

Please take the time to fill out the online survey and share your support for the arts and in particular how an industry standard art museum/gallery would benefit our community by contributing positively to the health, wellbeing, culture, the environment, biodiversity and economic success of the residents and future generations of our beloved Shire.

One of the central aims of the Nillumbik Art Museum is to provide a permanent home for the Nillumbik Shire art collection allowing our community to access ‘their’ collection.

By building the Nillumbik Art Museum to industry-standards (with the appropriate heating, cooling, lighting, sufficient storage and ample exhibition spaces) it also importantly allows touring exhibitions from other art institutions and private collections to be exhibited. This is because collections are only lent to venues which meet established industry standards for displaying and caring for artworks.

The opportunity to host major touring exhibitions at the Nillumbik Art Museum has the potential to significantly increase the profile of Nillumbik and all its artists, as well as increasing tourism, as indicated in the report 'Creative Industry Future Proofing Regions' (Josephine Moulton - Sanctuary Inc). This report reflected that “Hosting the 2021 Archibald Prize at Gippsland Art Gallery demonstrated that most visitors to the blockbuster exhibition came from outside the local shire, contributing approximately $4.8 million to the local economy.” According to Director, Simon Gregg, the event “prompted the Wellington Shire to integrate ‘The Blockbuster’ into its 2021-25 Council Plan.”

Meanwhile for the Murray Art Museum Albury: “the first year (2015/2016) forecast impact of the Murray Art Museum Albury was a $9.66M boost to the visitor economy, growing to $12.2M after five years. In 2015/2016, given the results achieved since reopening, the actual combined economic impact of the facility in its first year of operation was estimated in excess of $20M.”

And for the Shepparton Art Museum: “the economic analysis identifies that in year one of operation, 21% of visitors to the Shepparton Art Museum would be tourists to the region, representing 7,000 visitor nights, which would grow to 23,500 visitor nights at year 10 of operation and a tourist spend generating from the Art Museum alone of $3.1m annually".

The Nillumbik Art Museum Committee have developed a schematic design for a landmark venue for art and culture at the vacant Council owned site of 895 Main Road, Eltham. This design, created by local Architect Barry Pearce, is the culmination of years of community consultation and embracing the needs of Nillumbik’s creative industries.

Draft floor plans and renders of the Nillumbik Art Museum are intended to offer a possible structural form, and to illustrate the preferred functions of an industry-standard art museum. The proposal illustrates how the venue can comfortably and respectfully exist on the community owned site of 895 Main Road, Eltham, speaking to all of Nillumbik and acting as a drawcard to those beyond Nillumbik.

The building typography is modest and aims to respond to a civic pride and community ownership of the Nillumbik Art Museum. The southern balcony invites guests to acknowledge the Eltham Gateway Precinct, and to connect with the treed escarpment beyond the sporting field, the historic Timber Trestle Railway Bridge, Shillinglaw Cottage, and the Eltham Library.

A treed sculpture garden adjoining the Library respects the existing built forms, and by adopting a simple and strong geometrical form for the Nillumbik Art Museum, the building aims to complement the organic form of the Library. It is proposed that mudbrick be incorporated into the Main Road façade and beyond, complemented by generous-sized timbers, corrugated steel roofing, a neutral colour scheme with accents inspired by the local Red Box (Euc polyanthemos) leaves.

This proposal has given special attention to access with the existing road to the current site from the Eltham Library. This allows vehicles to enter the Nillumbik Art Museum at two levels, therefore reducing the need within the building for vehicle ramps to each of the car parking levels, and allows the majority of the car parking to exist within the building.

The Nillumbik Art Museum Committee respectfully acknowledges the Wurundjeri Woi-wurrung people as the Traditional Owners of the Country on which Nillumbik is located, and acknowledge that Aboriginal and Torres Strait Islander peoples are the land’s first artists and storytellers. We pay our respects to Aboriginal and Torres Strait Islander cultures, and to Elders past and present.

The Nillumbik Art Museum Committee has proposed the art museum at 895 Main Road, Eltham to the Wurundjeri Woi-wurrung Cultural Heritage Aboriginal Corporation, and is committed to further indigenous consultation with the Corporation in order to achieve a permanent artistic Wurundjeri presence throughout the precinct, as well as making exhibition spaces available to indigenous artists, who will also be supported by an artist studio workspace program.

Did you know that 895 Main Road Eltham has been independently assessed as the most suitable site for an art gallery in all of Nillumbik?



After months of research, several feasibility reports, and multiple community consultations over many years, the unique qualities of 895 Main Road Eltham have been identified as the ideal location to establish the Nillumbik Art Museum, and to celebrate, support and showcase the significant artistic heritage of Nillumbik to audiences from within and beyond Nillumbik.

The Nillumbik Council’s 2019 ‘Nillumbik Regional Art Gallery Feasibility Study Report’ assessed in detail a range of sites across Nillumbik, and clearly identified that 895 Main Road Eltham was the most highly rated site by a large margin, and these findings were supported by a significant representation of Nillumbik’s artists and art communities.

895 Main Road Eltham scored higher than all other sites because it is uniquely accessible via train and several bus links, and via main roads instead of residential streets, and the size of 895 Main Road Eltham allows the Nillumbik Art Museum to provide a range of industry standard arts facilities that no other existing venue in Nillumbik can offer.

The Nillumbik Art Museum would be a permanent home to exhibit and store the Nillumbik Shire Council art collection, and provide opportunities for Nillumbik’s artists to exhibit and create in dedicated art studios, with opportunities to sell their artworks in the gallery store. The Nillumbik Art Museum would also offer an education space for visiting school groups, and the ability to host significant touring exhibitions from other galleries around Australia.

Did you know the Shire of Nillumbik is one of the few Victorian Councils without a dedicated, industry standard gallery to exhibit its own art collection?

The Nillumbik Shire Council art collection contains over 500 artworks, which reflects Nillumbik’s artistic heritage and local culture. This includes Archibald winning painters Clifton Pugh and Peter Wegner, feminist photographer Sue Ford, printmaker and sculptor George Baldessin, painter and sculptor Rick Amor, painter Walter Withers, sculptor Deborah Halpern, and many other amazing artists who share their stories through a diverse range of artforms.

Unfortunately there aren’t any existing venues in Nillumbik that can display or store the majority of these artworks. As a result, most of these artworks are rarely seen, and are kept in commercial storage that costs Nillumbik Council thousands of dollars every year, and costs as much as $60 for a member of the community to view a single artwork.

Because Nillumbik doesn’t have a dedicated art venue with industry standard climate controls, lighting, or storage, the Nillumbik art collection is missing out on hundreds more artworks that could be donated or permanently loaned to the collection for everyone to enjoy.

For almost 30 years there have been plans to build an arts venue at the Old Shire Offices site of 895 Main Road Eltham. In 2022 the Nillumbik Art Museum Committee was formed with diverse community representation: art lovers, artists, curators, architects, business owners and community groups. After researching the policies of 30 arts venues across Australia, and receiving advice from independent creative consultants, and guided by Nillumbik Council’s own ‘Nillumbik Regional Art Gallery Feasibility Report’, the Committee has developed a proposal for an industry standard arts venue to celebrate the past, current and future artistic heritage of Nillumbik.
