OUR HEROES: ZANNA MALLAM GANA 1952 - 2012

Zanna M. Gana was born on the 22nd, April 1952 at Bama,Bama local government area. He was enrolled into the Bama central primary school in 1959 for his junior primary education and later obtained his first school leaving certificate at the Bama senior primary school in 1965. Zanna M. Gana determined at an early age proceeded to the Governmen College Maiduguri for his secoundary education between 1966 to 1970. He also obtained his higher School Certificate from the same college in 1972. Zanna M. Gana then proceed to the Abdullahi Bayero college,Kano in 1972 which paved the way for his enrollment into the former Ahmadu Bello University, (ABU) Zaria for a Bacherlot's in Law degree programme between 1974-1977,on the successful comletion of his LLB, he was called to the Nigeria Bar and obtained his Barrister in Law (BL)certificate in 1978. Zanna M. Gana seasoned civil servant and technocrat obtained on Executive management certificate at the administrative staff college (ASCON) Lagos, in 1982 and an Advance Diploma in Public Administrative from Glassglow University in 1987. He also obtained a certificate in Public Enterprises Management and Social Security Administration from ISSA (T) training,Berlin, Germany in 1992.

Alhaji Zanna M. Gana took his first appointment with the Borno State Ministry of Justice as a Legal Trainee in 1977. He become a pupil State Counsel in 1978. Zanna M. Gana's zeal and enthusiam saw his elevation to the post of State counsel in 1979. He was also promoted as a senior State counsel and posted to the Borno State Housing Corporation as a secratary in 1981. Alhaji Zanna M. Gana was at the daily time of Nigeria, Lagos as a Deputy/Ag. Company secretary in 1982 before returning to the State Service to become the Registrar, Borno College of Legal Studies in 1983.

Alhaji Zanna M. Gana unrelenting effort were soon discovered and was posted to the Government House to take charge of the Administration as a Principal Secretary to the 2nd Executive Governor from october, 1983 and 1986. Alhaji Zanna M. Gana created a nitch for himself at all the places he served which resulted in elevation to the post Permanent Secretary in 1986. He headed the Department of Parastatals and Monitoring in 1986 as well as served as secretary, DFRRI and Southern Borno Agricultural Development Board.

Alhaji Zanna was the Permanent Secretary, Ministry of Establishment, Service Matters and Training from 1987 to 1988 with the re-organization of the Civil Service in 1988, he was appointed Director-General, Ministry of Social Development, Youth and Sport between 1988 to 1990. He also served as Director-General Civil Service Commision and Ministry of Commerce, Industries and Cooperation in 1990. Alhaji Zanna never waived in any assignment and the achievement of results is his ultimate goals. He was then transfered to the Government House in 1991 and later served as a Director-General, Water Corporation before joining the defunct National Provident Funds as (NPF) Executive Director, Finance and Administration in 1992. He also served as its Ag/Managing Director in 1993. Zanna M. Gana was instrumental in the transformation of the NPF to the Nigeria Social Insurance Trust Fund (NSITF). He diligently served the organization as Executive Director, Finance and Administration, Operation,Data processing and Training between 1993 and 1998.

Alhaji Zanna served as the project cordinator of the NSITF, North Central Zone from 1998 to 1999 before becoming the Special Assistant to the Minister of the Fedaral Capital Territory in 1999. He served in that capacity up to 2001.

Zanna M. Gana, a man of many endeavour, in course of his active service held and served in the following ad-hoc capacities:-

- Member, Commitee for the creation of additional Local Government in Borno State - 1981
- Chairman, Task Force on the take off of Borno College of Legal and Islamic Studies 1982
- Member,Task Force on the Hajj operations, Borno State - 1986
- Member, Borno State Pilgrims Welfare Bord -1987-88
- Chairman, Organising Commitee of All Africa Handball Championship "Borno 88"-1988
- Chairman, Documentation Commitee of the Achievements of the Military Government in Borno State - 1984-91
- Member of the Nigerian Delegation to the Annual Conference on the International Labour Congress
- Member of the Nigerian Delegation to World Mojors Conference in Gabon-1999
- Secretary, Organising Commitee to host the World Majors conference in Abuja- 2000

Zanna M. Gana a State Administrator served on the Board of the following organizing as Member or Director:-

Alhaji Zanna M. Gana has contributed immensely to the development of the Dikwa Emirate and the State and for which he was recognized and appointed as the Special Adviser to His Excellency On Local Government Affairs, the Executive Governor in 2005 and later appointed as Commissioner of Justice as well as Attorney General of the state to both the two (2) former Governors of Borno State Senator Ali Modu Sheriff and Senator Kashim Shettima. A position he held till his assassination.

Zanna Mallam Gana was brutally assassinated on 17 September 2012, at about 5:15 pm by some gunmen in his home town of Bama, in Borno State North East Nigeria, the deceased used to travel to Bama on Fridays to spend the weekend with his kinsmen and return back to Maiduguri on Monday for work.

Zanna Mallam Gana is the second commissioner to have been assassinated in the state in two months in the year 2012.

PROFESSOR EMERITUS KYARI TIJJANI (OFR) 1942 - 2011

Emeritus Kyari Tijjani who was born September 12, 1942 in Wubza, Marte LGA of Borno State Nigeria was a graduate of Ahmadu Bello University [ABU] Zaria, , where he obtained a Bachelor of Science [B. Sc] Degree in Sociology in 1972. He was retained by the University as a Research Fellow at the Department of Research and Consultancy. The Department was later converted to Department of Local Government Studies, Institute of Administration. Hence he proceeded to make Local Government Studies as a subject of his academic interest, research and teaching. Local Government Administration was his professional career until he transferred his
services to the University of Maiduguri, in 1987, where he assumed as the Head of what was then the Department of Political Science and Administration. He continued to teach Political Science and Public Administration subjects, concentrating on Comparative Politics and Local Government Administration.

Professor Tijani was trained as a teacher from the very beginning. After he finished his secondary school education at the Borno Provincial Secondary School in 1961, he preceded to the then Zaria Teachers College; later Zaria Advanced Teachers
College, in 1962; and obtained his Nigeria Certificate in Education in 1965. He first taught at Bida Craft School, in the service of the then Northern Nigeria. With the creation of the Northeast State of Nigeria in 1967, he was transferred to Gombe Craft School, as a staff of the Northeastern State Government. With yet further creation of new States he transferred to the services of the newly created Borno State Government. But before taking up his post in Borno State, then Mr. Kyari Tijjani was nominated to proceed to the University of Exeter, United Kingdom [UK] in 1968, for a one [1] year Special Course in the Teaching of English as a Second Language.
He was nominated for this Course by the British Minister for Overseas Development.Mr. Tijjani‟s appetite for further studies was no doubt whetted by the Professional Teachers Course at the University of Exeter. On returning home in 1969 Prof. Tijjani proceeded straight to the Ahmadu Bello University, Zaria, where he not only launched himself onto an unbroken career of study, lecturing and advanced academic research, but also a similarly unbroken career as a teacher in the University system in Nigeria; first, for fifteen [15] years at the ABU [1972-1987], as a Research Fellow at the Institute of Administration; and later, at the University of Maiduguri, from mid-1987 until his death.

Professor Kyari Tijani has enjoyed many Awards and Fellowships. First, is a British Commonwealth Bursary Award, granted him by the Ministry for Overseas Development, United Kingdom [UK], tenable for one [1] year, from October 1968 to
July 1969. It is for the study of Teaching English as a Second Language tenable at the University of Exeter, Institute of Education, Exeter; England.
For the 1976/77 Session, Kyari Tijani was at the Northwestern University, Evanston; Chicago, Illinois, United States of America [USA], as a Visiting Scholar in their Programme of African Studies. He taught at the Department of Social Anthropology of the University and prepared the first draft of his Ph. D thesis under the supervision of Professor Roland Cohen, once at ABU; a foremost scholar on the history and culture of Borno people. Between June – July 1985, Kyari Tijani was honoured with a
travel grant by the charitable Operation Cross Roads Africa Inc of New York, through their Educational Travel Programme. The study tour was to afford the scholar the opportunity to observe and study first hand, Decentralized Local Government Administration in the United States. The study tour took him and fellow awardees to observe Mega City, New York on the East Coast, San Francisco on the Pacific Coast. He was opportuned visit Hartfort near New York the seat of Johnny Ford the first Black Mayor in America. Professor Tijani was in fact given the Key of the City of Hartfort; Ct, USA by Mayor Johnny Ford, to symbolize relationship between Nigeria and Hartfort; Ct., and USA generally.Also visited was Tuskegee, Alabama with its famous Tuskegee Institute of Technology (founded in 1881, by Booker T. Washington, which focused on training African-American in agricultural pursuits.

Professor Tijani was one of those fortunate scholars also to have an award from a completely different source of sponsorship, this time from the Far East. The Japanese Government, under the aegis of the Japan International Corporation Agency [JICA] gave him a grant to study Democracy and Good Governance – the Japanese Experience. He visited Tokyo and other big cities and also small “sleeping cities” such as Sapporo, near Tokyo. He had initiated the process of twinning Sapporo near Tokyo, with Maiduguri, his hometown in Nigeria. Late Tijani was the recipient of Fellow of Social Science Academy of Nigeria (FSSAN), and Officer of the Order of the Niger (OFR) - conferred to him by President Goodluck Jonathan in June, 2010.

Alhaji Mohammed Goni was a former Governor of Borno State, Nigeria (1979–1983) in the Nigerian Second Republic.

BIIGEOGRAPHY:

Mohammed Goni was born in 1942 in Kareto, Mobbar Local Government Area, Borno State. He attended Maiduguri Middle School (1953–1955), Borno Provincial Secondary School (1956–1961), Provincial Secondary School, Kano (1962–1963) and the Institute of Administration, Ahmadu Bello University, Zaria (1964–1987), where he gained a BA (Administration), specializing in
International Affairs.

In 1967, he joined the government of the former Northern Region of Nigeria and held a series of administrative positions in Kaduna, Bauchi, Azare, Katagum and Gombe. In 1970 he was posted to the Ministry of Finance Headquarters, Maiduguri, and in 1971 he was given a secondment as General Manager of the North-Eastern Transport Corporation. In April 1975, he returned to the Government as a Deputy Secretary with the Ministry of Establishment, North-Eastern State. In April 1977, he transferred to the Nigerian National Supply Company.

Governor of Borno State:

In April 1979, Mohammed Goni resigned from the National Supply Company and entered politics.He was elected as the first Civilian Governor of the former Borno State, on the platform of the Great Nigeria Peoples Party (GNPP), and was in office from October 1979 to September 1983.Goni founded the Borno Radio Television (BRTV) to counter the propaganda which was being pumped out of the Federal Government owned and sponsored Nigerian Television Authority (NTA). In retrospect, his period of office was considered one of achievement when compared with his successors.

Goni also build the Borno eye/dental hospital,the Maiduguri Monday market,the Lagos Bridge,the Lagos street,the Lagos House,bulumkutu industrial lay out as well as palyed significant role in the establishment of the Maiduguri flour mills among thousands of countless projects within the present Borno state as well as the pr
