Area Track Group Ceases Operations for 2020

By DAVE SULLY

Based on the latest pronouncement from New York State, which extends the “no fans rule from August 20th to August 29th, and other factors, a group of Western New York tracks, which currently includes Freedom, Spencer, and Stateline, have announced plans to remain closed for the duration of the 2020 racing season. A spokesman noted, “We have followed the state guidelines and thought we were going to be allowed to re-open, but we've decided to call it a year and revisit racing in 2021.”

Following is the original declaration, plus a modification extending its length until August 3rd. This directive has now been extended to August 29th:

“The directive contained in Executive Order 202.32 allowing any licensee or franchisee of a race track to operate such race track is hereby modified and extended until August 3, 2020 to allow any operator of an auto race track to operate beginning June, 2, 2020, and to require opening of operations to be in compliance of State Department of Health guidance and provided further such auto racing track allows only essential personnel or participants to be on site and does not permit any visitor or spectator into the facility or on premise.”

The foregoing statement does not leave much wiggle room. The state ruling extending the “no fans” order until at least August 29th essentially quashed the hopes of this group and other New York State tracks that were acceding to the rules, that they could at least run a few shows, even with the late hour of August 20th, but with September now looming after the latest deadline, a time when most tracks are completing their seasons, the three noted tracks have come to the conclusion that reopening then would not be in their best interest.

Tracks that are now racing without fans can continue to do so, if they wish, and a few of them are, but the reality for any track to try that approach is very risky. Saying that it was not financially feasible because they can't pay the purses, the spokesman added, “We are not going to lower our purse structure. It's not fair to the racers, adding, “The money generated at the back gate is not sufficient to cover the purse and some of those tracks that are running have increased the entry fees to an almost prohibitive level for many teams.

Right now, the few tracks that are running are doing so on the good graces and the wallets of the track owners and the heretofore mentioned back gate, a luxury that most tracks can't afford, not to mention it's not good business for them.

Much of the problem was caused by tracks that ran with fans earlier in the season, essentially breaking the law. They incurred fines up to $10,000, loss of liquor licenses, and even threats to lose their state certification to operate a business if they did not cease their actions. Some of those tracks insisted that they were operating under the guidelines and had checked with county officials, who gave them permission. Some even ran shows after the state issued written warnings about the consequences of skirting the state law. Those actions certainly did not enhance the racing industries' positions in the eyes of state officials when it came to allowing them to reopen.

As early as June 27th, following the ROC event at Lake Erie Speedway in Pennsylvania, ROC promoter Joe Skonicki, who also leases Spencer Speedway, made this statement about the actions of a few that were affecting the many: “There are rules that we all have to follow and breaking them is only going to make it tougher for every individual that's outside the realm of trying to do it the right way. We don't need that. Whether we like one another or not; whether we agree with each others' values or your policies, we all need to pull the rope in the same direction, and I'll tell you, if we do, we'll get further a lot quicker than we will doing all this stuff on our own and individually.”

Sadly, there were those, who for their own reasons, chose a different path, resulting in more fines, restrictions, and threats from the state.

It is this unfortunate situation, brought about by the pandemic and a dose of politics that has led to the conclusion of the three tracks, which are dedicated to the sport, to make their decision to remain closed in 2020, but look forward to 2021 when they can once again harness the enthusiasm of the race teams, the sponsors, and the fans for a great season.

Attention Lancaster Stock Car Teams:
The owners and staff of Lancaster Speedway would like to take this time to thank the race teams for their cooperation with keeping social distance rules adhered to this past Saturday. We were subject to a spot inspection by the health department and had no issues. That's because the race family at Lancaster knows how important it is to wear face masks and keep 6 feet apart when away from their own pit area. Because of that, Lancaster will be moving ahead with the next stock car event that will be announced soon. Sportmen will once again headline the card for our next event as the Tommy Tony memorial race for tour type Modifieds has been postponed again after the Govenor has extended yet again, the no fan order until August 20th. Lancaster still plans on running our 3 marquee tour type Modified events (Tommy Tony, ol Boy cup and US Open) that have been tradition at the wny race
facility. Stay tuned for an announcement for our next "no fans" event for early August. Until then stay safe, social distance and God bless!

Update: Due to the current state guidelines for racing facilities in NYS during the Covid-19 situation, we are still not allowed to have any spectators attend events. Based on this guidance, we are forced to cancel our Aug 1st event. Our staff is just as frustrated as anyone, as we were hoping that the restrictions would have been lifted by now. Although we are frustrated, the safety of our fans, competitors and sponsors is our first priority.

We will continue to monitor the updates from the state and our Governor in the coming weeks and will provide updates as soon as we have them.

That’s all she wrote from Kentucky Speedway. We will have to settle for a p15 finish after the race was called early due to rain right after the second stage. We were looking forward to making adjustments to put ourselves in a good position for the end of the race, but that’s how she goes sometimes. We’ll be back in the 52 at Texas next Saturday! Well, our state government has still deemed it unsafe for fans to attend events at any racetracks in NYS. Unfortunately, this has forced us to postpone the ROC event that was scheduled for July 18th. We will continue to work with ROC management to see if we can reschedule the event for later this summer, depending on if the restrictions from the state are lifted. We will have an update on the Aug 1st event out shortly. We are as frustrated as everyone else and hope that we are able to bring good news soon. Until then, please stay safe and healthy.
