Robredo issued Executive Order No. 2009-004 which established the Naga City Governace Institute to scale up the city government’s innovative practices on good local governance and sustain its growing reputation as top destination for research and study tours both local and overseas. In recognition of the beloved Former Naga City Mayor and DILG Secretary Jesse M. Robredo’s pioneering efforts and

sterling achievements in transformative governance, the Honorable City Mayor, John G. Bongat, issued Executive Order No. 2013-024 and 2013-024-A that renamed the Naga City Governance Institute to Jesse M. Robredo Good Governance Center (JMR CENTER), redefined its mandates, and reconstituted its governing board;
In order to unequivocally express the City Government of Naga’s commitment to continually raise the bar of good governance, Naga City Ordinance No. 2015-055 institutionalized and strengthened the JMR CENTER as the City Government of Naga’s everlasting instrument in honoring the memories of the beloved Jesse M.
