He claimed that, "thousands of Libyans are ready to defend the Palestinian people." He spoke directly to other Arab leaders demanding that they open their borders to allow Libyans to march into Palestine, to join the Palestinian uprising. In this speech, Gaddafi expressed he would not recognize Israel as a state. In May 1993, as a gesture aimed at improving ties with Israel, Gaddafi sent a delegation of 192 Libya pilgrims to holy sites Jerusalem, though the trip was ultimately cut short after the pilgrims expressed criticism of Israel during their trip. The Israel–Jordan peace treaty (formally the "Treaty of Peace Between the State of Israel and the Hashemite Kingdom of Jordan"), sometimes referred to as the Wadi Araba Treaty, is an agreement that ended the state of war that had existed between the two countries since the 1948 Arab–Israeli War and established mutual diplomatic relations. Bineth's last duty and mission was as an Israeli intelligence spy (Secret Fighter) in Egypt from 1952 until the end of 1954. He was sent there undercover as a German businessman representing various German firms, primarily "von Laufenberg", a firm manufacturing equipment for the disabled. He was the first Israeli intelligence agent sent to an enemy country under a German identity, and was likely partly selected due to his early years in Germany.

Many doors of Egypt's top military echelon opened before him; he became acquainted with General Muhammad Naguib, then President of Egypt. He also built relations with German military and intelligence personnel and ranking ex-Nazi "advisors", who had found refuge in Egypt after the Second World War. Some of them were scientists who were helping Egypt develop missiles that could potentially threaten Israel.

On 17 January 1991, Iraq initiated a missile campaign against Israel. Over the course of the next month, approximately 42 Scud missiles were fired into Israeli territory, primarily at the cities of Tel Aviv and Haifa. The missile attacks began on the same day as the Gulf War aerial bombardment campaign, which was targeting military infrastructure within Iraqi-occupied Kuwait. As many Muslim-majority countries were actively contributing to the American-led military coalition, the Iraqi government had expected them to rescind their support if Israel responded to the missile campaign by attacking Iraq.

Operation Wooden Leg (Hebrew: מבצע רגל עץ, Mivtza Regel Etz) was an Israeli airstrike on the Palestine Liberation Organization (PLO) headquarters in Hammam Chott, near Tunis, Tunisia, on 1 October 1985. With a target 1,280 miles (2,060 km) from the operation's starting point, this was the most distant publicly known action undertaken by the Israel Defense Forces since the Entebbe raid in 1976. The airstrike killed between 41 and 71 people and injured between 65 and 100. According to some sources, between 60 and 70 Palestinians and 25 Tunisians were killed. On 4 October, the airstrike was condemned by the United Nations Security Council.
